The Establishment of the Research Center

Guidelines Governing the Establishment of the Research Center for Creativity and Innovation

Chapter 1 General Principles

Article 1: These guidelines accord with the “Guidelines Governing the establishment and abolition of Research Centers of the National Sun Yat-sen University”.

Article 2: This research center is named “The Research Center for Creativity and Innovation” (hereafter: RCCI), is a special task first level unit.

Article 3: The purpose of RCCI is to promote the research of innovative topics and promote the development and cooperation between the academic and practice. Its tasks are as follows: implement projects that promotes innovation, enhance the development of industrial innovation capabilities and academic standards, and build a leading R&D innovation center in the Asia-Pacific region.

 


 

Chapter 2 Organization and Duties

Article 4: RCCI is comprised of Academic Research Section, Industry-University Cooperation Section, Planning and Promotion Section and Advisory Committee according to its development direction. Its composition and duties are as follows:

1. Academic Research Section: Integrate teaching and training courses related to innovation in various fields and conduct academic research on innovative topics. Support national creativity and innovation-related programs, promote cooperation and exchanges between international and inter-university research teams on innovative topics, deepen academic research resources, and establish research exchange mechanisms.

2. Industry-University Cooperation Section: Promote cooperation between the center and various units within the university and international or domestic institutions, enrich relevant research connotations through industry-university cooperation, and build an innovative R&D knowledge base.

3. Planning and Promotion Section: Assist the development and practice of innovation capabilities of domestic private organizations, develop creative industries, shape creative culture, and strengthen national innovation capabilities.
4. Advisory Committee: Provide suggestions and practical directions for important issues.

 


 

Chapter 3 Staffing

Article 5: The director of RCCI will comprehensively manage the affairs, the principal shall hire a full-time professor to serve this position, the term of office is two years, and the director shall be reappointed. An additional deputy director shall be appointed by the principal, who shall be an associate professor or above, for a term of two years, and shall be reappointed.

Article 6: The center has several full-time and part-time researchers. The director of RCCI may recommend full-time professors, associate professors, or assistant professors, and by the appointment of the principal.

Article 7: In order to actively promote the duties, RCCI may set up an advisory committee to discuss important issues. The director of RCCI may recommend scholars and experts to the principal for selection. The advisors are unpaid positions, however, travel expenses and allowances for center meetings shall be paid.

Article 8: RCCI may set up research groups or project laboratories as needed to conduct integrated research projects. The director of RCCI may regularly convene the conveners of the sections, the person in charge of the project laboratory, and the person in charge of the integrated project to hold meetings of RCCI to promote various tasks and duties.

 


 

Chapter 4 Funding

Article 9: All funds of the special task center shall be paid by the entrusted plan or other self-sufficient methods obtained by the center. All income and expenditure of RCCI shall be included in the university development fund; the reporting and expenditure of various funds shall be in accordance with the university’s regulations.

 

 


 

Chapter 5 Supplementary Provisions

Article 10: RCCI must conduct self-evaluation and accept the evaluation by the university every year. The evaluation items and methods shall be handled in accordance with relevant regulations.

Article 11: RCCI is deemed to be automatically abolished in the following circumstances: 1. The reason for its establishment disappears and the center director, recommended supervisor, approval meeting or principal proposes to abolish it. 2. Violation of the provisions of Article 10 above. 3. When the funds are insufficient to support its operation.

Article 12: The operation regulations, management methods, self-assessment methods, rules of meetings and development plan of the center will be determined separately.

Article 13: This guideline become effective after being approved at the Special Task Center Establishment Review Meeting of the university and implemented with the approval of the principal. Any amendments shall be processed accordingly.
